          (born May 17, 1940) is an American prelate of the Roman Catholic Church.

          In addition to his work as a preacher, Fr. Raymond wrote a book called the Summa de Casibus Poenitentiae, a guide for Dominican confessors.

          Steib served as an auxiliary bishop of the Archdiocese of St. Louis in Missouri from 1983 to 1993. He became the first African-American bishop of the Diocese of Memphis in Tennessee in 1993, serving there until 2016.
